This is apparently done by comparing other Steam users with similar specs/hardware playing/played the game.
On my Steam Deck i actually got asked if they can collect anonimized frame rate data or something like that maybe that is how they plan to do it and it will probably be an optional thing.
If this would be for most configurations it might cause confusion since it probably doesn't account for other stuff in the background like Discord/browsers/other stuff.
Sounds like one of those reference points where you'll need to take the exact specifics with a grain of salt but should at least still be a pretty handy feature for whether or not something is generally workable.
