Early Access policy and storefront warnings for abandoned games

Kerbal Space Program 2 is still $50 with an unchanged EA roadmap on Steam
The early access section already has a note in bright yellow text which says that the last update was 21 months ago.
Yeah, feels like there should be a limit to how long you can sell an incomplete game with no updates.
At least Steam does put a big warning about Early Access right at the top of the page, including a note of when it was last updated and that it may not be updated further.
Early access needs a huge revamp, it feels like the majority of Steam is just early access.
